Abstract

The hospitality industry in West Nusa Tenggara (NTB) has undergone a fundamental structural transformation in the post-COVID-19 era. This research analyzes the recovery dynamics of star-rated and non-star hotels from 2021–2024 to identify the sector’s contribution to regional economic growth. Employing a quantitative approach with secondary data from BPS NTB, the study applies Compound Annual Growth Rate (CAGR) analysis to three key indicators: Number of Guests (JTM), Average Length of Stay (RLM), and Room Occupancy Rate (TPK). The findings reveal spectacular JTM growth in star-rated hotels (35.58% CAGR), led by 5-star hotels (66.44%), which indicates a “revenge travel” phenomenon among premium segments. A significant paradox emerges in RLM dynamics: star-rated hotels experienced an aggregate contraction (-5.92%), while non-star hotels showed positive growth (4.29%). Non-star hotels recorded aggressive TPK growth (23.49%) with an absolute achievement of 1,019,211 guests, confirming the “democratization of tourism development”. These findings confirm the industry’s evolution towards “Hospitality 4.0,” characterized by high-volume, short-duration tourism. The performance polarization benefits the luxury and budget segments, while the mid-range faces significant competitive pressure. This study validates the hotel sector’s role as a foundational economic driver for NTB and recommends the development of a Hospitality Master Plan 2025-2030. The plan should include segment-based investment zoning strategies, differential facilitation programs, and the implementation of a real-time monitoring system. These recommendations are aimed at optimizing policies for sustainable and inclusive hospitality development in NTB.
