Small Pelagic Fish Production Dynamics in the Blue Food System

Implications for Coastal Community Food Security

Abstract

Small pelagic fisheries play a strategic role in supporting food security and providing animal protein for coastal communities. However, unequal production dynamics across species and increasing market demand may affect supply stability and fish consumption affordability. This study aims to analyze the growth dynamics of small pelagic fish production and examine its implications for coastal food security, addressing research gaps that have largely focused on stock biology and oceanography without integrating production, price, and food system dimensions within a bioeconomic framework. The research employed a descriptive-analytical mixed-method design using secondary time-series data from 2020–2024 covering production and price indicators of five key species: frigate tuna, mackerel, scad, lemuru, and anchovy. Data were collected through statistical documentation, processed through tabulation, standardization, and aggregate contribution analysis, and examined using Compound Annual Growth Rate (CAGR) and interspecies comparative analysis. Interpretation was conducted within a bioeconomic and coastal food system perspective. Findings reveal positive aggregate production growth with interspecies disparities. Frigate tuna dominated production volume, lemuru recorded the highest growth, while scad remained relatively stagnant. Meanwhile, all commodities experienced price increases, with the highest growth in scad and anchovy, indicating demand pressures exceeding supply capacity. These dynamics directly affect protein supply stability, consumption affordability, and fisher household welfare. In conclusion, small pelagic fisheries constitute a fundamental pillar of coastal food security but remain vulnerable to exploitation pressure and market shifts. Sustainable stock management, post-harvest logistics strengthening, and distribution stabilization are essential to balance production, food access, and coastal welfare.
